You are basing your analysis on logical reasoning....Nigeria's politics and elections doesn't follow it.

People are first in politics for their selfish interests and will do anything to realise this..so, elections in Nigeria requires huge funds to prosecute.

Already, those in government and their aides can comfortably prosecute elections in their domains, because they have access to funds.
