Anyone could have predicted fraud with some of these programs. What always amazes is the lack of diligence in the execution of programs. If students are awarded NELFUND, why not have a NELFUND office within the schools to administer and pay into the school accounts. The only business the school needs to take care of is verification of student enrollment and submission of documentation. The NELFUND office within the school with 2 support staffs can work on disbursement. Someone needs to be able to verify if students have withdrawn from courses. The support staffs can even verify accommodation needs and all. We were about to do NIN successfully at schools, so I am shocked we couldn't administer loans without majority of the funds diverted. The schools may claim the said students owe for previous sessions, but they need to provide documentation, and you cant just send funds to the school anyhow. FuglyGurl: |

Infact I did audit investigation in some states. The results were mind boggling. Must states had students loans board. What killed it? Meals and other things were subsidized in most tertiary institutions in the past. What killed it? Those that condemn if given the opportunity will be worse than those that are being condemned. elder1002:Student will divert it themselves. If you pay student the money, they will not pay it to the school and some can even use it to gamble or do dorime. They pay the upkeep of 20k to the student account and that is not diverted. My opinion is that even those institutions are diverting normal school fees too if ICPC beam their searchlight well. |

surgical:The government stop subsidizing for schools as most institutions stole the funds and enrich themselves alone. Also, the scheme was for all eligible Nigerians. Before you further your child's education, you must be certain he will not waste your resources. |

The student loan body should administer the whole process and not the university system. From inception, it was done that way so that those who would want to accuse the government in the future can be reminded that they are as corrupt as the government. |

surgical:Because...and I am not excusing any government....universities are expensive. UK universities used to be cheap. Very cheap. Plus students got paid for attending them. Then from the 1980's onward, the number of students going to university shot up drastically beyond the government capacity to keep it cheap...so now, they do what we are doing now...charge high fees, and make students take loans. (I won't even mention US and Japan, because those ones are worse self. US though, if you attend your home state university, you may get a massive reduction in fees, and in some instances, if you start with community college and transfer to a full college/university...you may reduce your spending, but you still take loans). Even countries like Denmark and the Germany...they have school cheap....and in return, the kind of taxes they pay there...if we brought that to Nigeria, e go look like the taxes t-pain is charging now, are chicken feed. Again, university is expensive. Yes, in the good old days, before 2023, we could go to university for cheap , but by the 1990's many of those universities were poorly equipped because there was no money to fund them adequately. (My father's department by 1996, a science based course, had as their newest equipment stuff that was bought 20 years ago. I kid you not. And it is still bad today.). ASUU would go on strike, and ask for more money, but most Nigerians thought they were striking for their pockets. They were not. The thing is, university is expensive. Our budget for education is 2 billion to 3 billion dollars. Some universities see something like 100 million dollars per annum. Meanwhile, UK universites alone had expenditure of 50 Billion dollars. 50 billion. A few years ago, one university VC stated that his overheads were 600 million (He was the VC of ABU zaria...and if you know that university, it's a very large university, occupying a large landmass. It was even larger in 1980, with subbranches all over the North, some of which are now separate unis on their own...BUK Kano is a good example. As for overheads, the guy was underestimating in my opinion). for the year. Government gives him 120 million for the same overheads. As he said , where is he going to get the remaining 480 million? We want our universites to do cutting edge research, educate our students for the 21'st century, and so forth, and we want to do it on a budget for education...which I should remind you....goes on primary, secondary, university...of 3 billion dollars? All from a budget that comes from oil money at 80%...and this is before looting comes in. All the countries that used to do free education before either 1. Continue with it at very high tax rates 2. Charge hefty fees...and you take a loan. Yeah socialist countries used to do free education....and from the 1970's all of them were on loans from IMF...ESPECIALLY the former USSR. They kept it quiet, but their lenders knew. Very well. I don't like tinubu government, but what they are doing is the least worst option. The others involve keeping our universites as they are...wretched hostels, wretiched departments and faculties, poorly equiped with equipment and books that are out of date....or take massive loans to pay for the free education.....or we make every Nigerian that is taxable dump 50% of their revenue as tax....so that we can fund everything a la denmark. Maybe we would be able to give every student a stipend of 200000 naira monthly.... Your idea worked when universites in the 1970's were six, and had on average 3000 students. It can't work to day, with at least 90 federal universites, and then there are the state universites too. All needing to be sustained on part of a budget of 3 .billion. (For all sectors of education.). AM sure you will say I am excusing government. I am excusing corrupt people. The fact that this thing has been bugging me for over 10-15 years probably won't convince you. But when I went to university, I paid 2000 naira, and I got awful hostels, poorly equiped labs and libraries, and awful living conditions. My relatives who went oversease, paid 20000 dollars , and it did not come easy....and got decent facilites and up to date stuff, and fast internet...at a time when we were struggling with VSAT at the cafe, and internet in university...lol. No easy answers. |
