Finally! Someone who understands. "Paper Wealth" is different from actual wealth. The valuation of his wealth is almost solely based on his stocks and valued worth of his companies.

This means within the span of 2-3 days, he can go from over $300Bn to $250M if the worth of his stocks crashes. Aside Bill Gates that has cold hard billions in his account, most of those billionaires can hardly boast of $200M cash in their account.

When it comes to actual cash, Elon cannot even rank 1-10,000 globally. Only if people know the mind-boggling cash that some people have hidden in various places.
