You are right. An observant stroll will bring you into touch with drug dealers boldly trading their wares. Police and military guys patronise them.
Whenever they launch "raids," it's just a fragment of the stock they retrieve.
Abuja has a drug use problem. Rehab centres integrated into churches and mosques will be a good place to start. The rampant unemployment is also not helping matters.
