But the mail sent didn't contain Appointment Letter but instead stated there will be a next stage...

You're lucky you have reasonable colleagues. Sometimes entering into contribution with your colleagues is a problem because there are some yahoo boys/girls working as civil servants. Once they collect, to contribute for others na abomination for them

You don't have to write exams; Your primary school ought to have issued you a cert.
