The pilgrims pay government for the pilgrimage. Government takes their money and uses it to organise the pilgrimage.

However, some northern state governments also pay the Federal Government on behalf of their citizens.

While it's good to send people on pilgrimage, the financial expenses should be on the religious bodies, churches/mosques. They can use the money which would have been used as taxes to fund dedicated members
