Wallade:While the LGAC allocation is yet to be fully implemented as the various State Governors have somewhat not allowed the chairmen to open the account with the CBN that will allow the CBN pay directly into it. Now, the 10% funds that the FCT Minister says he will withhold is the statutory funds which arises from the FCT IGR(Internally Generated Revenue) so that the committee he will set up will from that fund pay directly all the teachers affected by the non payment of salaries by the Area Council Chairmen. So, it's within the powers of the Minister to do what he says he would do from that perspective. I hope you now understand. I only just pity the Area Council Chairmen. All of them underperforming will not be re-elected if they ever return again. |

bixton:I don't think it is within the rights of the FCT minister to pay bills of the Area Councils for the payroll of teachers. That bill is statutory payment under Area Councils (Local Government). However, I can't completely fault Wike for toing this line of withholding 10% of fund due to Area Councils in Abuja. Funds due to Area Councils should be remitted to Area councils not spent on their behalf. |

Wallade:Teachers went on strike in FCT and everyone is blaming PBAT and Wike. Minister Wike has found a loophole in the law and is ensuring what is best so that the teachers are paid, we are here arguiywith what is right and what is not.... Do you not know that it's not the Ministers' right to repair those same schools and roads to those schools within those Area Councils but he does them !!!! If it's not done , it's the same Nigerians that will still complain. If they start to label roads and infrastructure, etc, etc distinguishing which is for LGA, State and the FG, you'll be shocked. Please respond to this question.... So if Wike remits the Area Councils their full entitlements and they refuse to do their own part, what should be done if you were the FCT Minister? Please advise. bixton:Even if you are so fanatical about Wike or any politician or you are on the payroll of any politician, common sense should guide your contributions on social media or in any platform where you have to communicate your position because people would assess you on the basis of your contributions and determine if you are sensible or otherwise. Again, I emphasize that Wike's decision to Withhold 10% of funds due to the Area Councils is illegal and it must be communicated to him clearly. You should not cut off the head because you want to cure headache for someone. Whatever is illegal is simply illegal and every attempt to justify illegality must be rebuffed. Now, that FCT Minister wants to withhold the 10%, how does Wike intend to pay the Teachers? Does FCT Ministry have their payroll? Can FCT ministry debit accounts of teachers in Abuja and credit whatever account they put the 10%? Withholding it is to put pressure on the Chairmen to pay the salaries (minimum wage), FCT ministry can't directly effect the payment legally. If the FCT minister so much cares, it is only the court that can order an aggregate of the salary of Teachers and or Staff of the area councils and freeze it in the account of the area councils monthly and subsequently decide to pay the sum to the teachers upon a court order. Please feel free to share with us, the loop hole in the law, that you said Wike is exploring to withhold the 10% allocation. We are waiting on you! |

bixton:If you want to take it as an advice, fine. However, it is one of the possible legal options open to the FCT Minister in the effort to compel the area council chairmen to pay the teachers salary. I am just not favorably disposed to addressing the impasse with lawless and illegal efforts. |

Wallade:The advice is all of us. Everyone loves peace. It's good you're an advocate for lawful, legal process and systems in place. Let's address issues in real time. Put yourself in the shoes of the teachers and the FCT Minister. I don't know how many months they have not been paid their salaries and we all know the economy of the nation irrespective of geographical location. Let's say the Minister initiates a court case . How many months do you think it will take to come to a conclusion, assuming the Minister follows through and we don't have to hear that he has bribed any judge to get favourable judgment from the Nigerians who hate him !!! Let's say the Area Council Chairmen all follows through and takes their case to the Supreme Court. How many months or years would it take before the teachers would finally receive their entitlements? |

bixton:Whichever way you wanna spin this discussion, you must recognize that there is no substitute for legal and corporate resolution. Every other solution, including withholding 10% allocation to the Area Councils, that are illegal and unconventional are unacceptable. The current local government chairmen in Abuja - FCT will be out of office soon, this year. They will lose the case in court and with the sustained strike in place, they, or the new chairmen, will bow to the pressure eventually. If I am in the shoes of the teachers, we will sustain the strike since it is out last resort. In the shoes of the FCT Minister, I will continue to consult the Teachers Association and the group of Chairmen on the need to promptly and regularly pay the salaries of LG staff, minimum wage. The FCT minister can also consult with the new Chairmen once they get elected into office to ensure the outstanding bills on the Area Councils are paid promptly. |

Wallade:You have responded well. I just did some findings. Talks started December 2024 and for some reasons the teachers/union staged a walk out. Officially this strike which is an indefinite one started March 2025 because when they received their February salaries the minimum wage was implemented by the LGA chairmen. We were told that the LGA chairmen complained about money and the FCT Minister gave them whatever was their request as it concerns more funds to meet up the minimum wage implemention and payment. But the LGA chairmen all in collaboration thought otherwise. For the FCT Minister to have resorted to withholding 10% now in May 2025 of the statutory funds it means which the Area Council Chairmen received extra funds when they complained and got same for the months of February, March and April. They all acted contrary not to pay the stipulated increase agreed. Is that not a direct insult on the person of the FCT Minister who released such funds to them and as I perceive someone somewhere is trying a power play through the chairmen with the Minister!!!!! Why do you think he would want to act as a mediator between the teachers and the Area Council Chairmen ? The FCT LGA elections is already slated for February 2026. At first it all started like it's the FCT Minister who does not want to pay the teachers till we were told they all fal within the jurisdiction of the Area Council Chairmen.... There are only 6 Area Council Chairmen in the FCT and they are all acting the same script. Don't you think something is really wrong and the Minister doesn't want to go down that lane with them but only wait till the expiration of their tenure. |
