As regards to your first paragraph, why is it so?

Some people are very rich and when one ask them money, they won't want to help. It is not about being entitled. If I'm very rich and a relative ask for my help, knowing that the person is serious with his/her life, I'm going to give.

Imagine someone earning over 4m/month ignoring you because you asked for 20k.
