You are right that Hazard and Neymar are similar in sense that they just like to dribble even when the occasion doesn't call for it; but Sallah is similar to Messi (Tho levels below the god of soccer) such that he is also heavily invested in purposeful dribble/skills. He deletes his marker in 1v1 situation and hangs the ball into the net

Successful dribbles have nothing to do with where the next touch ends.

Hazard completely dusts Salah in dribbles, it's not even up for argument. So saying Salah edges Hazard in everything, is invalid.
