Incompetence — PETROAN Reveals Reason NNPCL Shut Down Port Harcourt Refinery by Islie(op): 11:22am On May 25, 2025
The Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) has said the real reason the Nigerian National Petroleum Company Limited (NNPCL) shut down Port Harcourt Refinery after spending $1.5 billion on its rehabilitation is incompetence.

The National President of PETROAN, Billy Gillis-Harry, disclosed this in a telephone interview with DAILY POST on Saturday.

His comment comes as NNPCL on Saturday announced the shutdown of the Port Harcourt Refinery.

The spokesperson of the state-owned oil firm, Olufemi Soneye, disclosed this in a statement on Saturday.

According to him, the shutdown is due to planned maintenance and sustainability assessment scheduled for May 24th, 2025.


However, Soneye did not state when the Refinery would resume operation.

“This scheduled maintenance and sustainability assessment will commence on May 24, 2025.”

Reacting, Gillis-Harry said the shutdown showed the level of insincerity on the part of NNPCL.

“The shutdown of the state-owned refinery showed that the managers of Port Harcourt Refinery are incompetent and insincere all along,”
he told DAILY POST.

The shutdown of Port Harcourt Refinery comes amid speculation over its petroleum production capacity after it was resuscitated in November 2024.

Barely four days ago, the Petroleum Products Retail Outlets Owners Association raised an alarm over the delays in the rehabilitation of the 210,000 barrels-per-day Port Harcourt Refinery and the Warri and Kaduna Refineries.

PH refinery will eventually get it right. What was missing before was the political will to make it work. The political will is now available to make it work. No more pumping of refined petroleum products through pipelines that are already compromised or used for political patronage.

NNPC must now compete with others. Dangote Refinery has proven that petroleum refinery business can work in Nigeria. Pa Obj didn't see and believe in such.

All Pa Obj wanted was to throw off the assets in haste like he did when he dashed Lagos State the Bar beach because he didn't have solution for the Bar beach problem that time.

You people can keep saying what you like about Obj squandering billions of dollars meant for the power sector, but I'll have you know that no other administration since 1999 has built more power stations like the Obj administration.

Let's put a picture on NNPCs incompetence. Saudi Arabia has Aramco. Brazil has Petrobas and Russia has Gazprom.
Aramco is very instrumental in the 2.3 trillion naira sovereign wealth fund that Saudi Arabia is banking on to pursue its drive to be one of the fastest growing economies in the next decade. It plans to be the worlds most attractive service based economy fully independent of oil. Aramco has consistently returned a profit to the Arabian economy.

Petrobas of Brazil was instrumental in Brazil becoming one of the key drivers of the BRIC economies. With oil volumes lesser than the proven reserves in Nigeria, the Brazilian Petrobas has leveraged on what it generates to be a massive contributor to the Brazilian economy.

Russia's Gazprom needs no introduction. Through very shrewd deals, Gazprom has become the major energy provider for a number of economies in Europe. Gazprom, the piggy bank of the Russian economy, has provided means by which Russia has withstood sanctions western economies have imposed on Russia. Gazprom carried that weight so much that for the first time in decades, it operated at a loss last year.

It is worth noting that all these firms maintain steady functioning refineries and have no need for fuel imports.

I can go on and on. The NNPC has consistently failed in most measurable metrics when compared to its pairs. An organisation that should be a source of pride to Nigeria has become its biggest challenge.

I'm presenting you with facts and you are changing the narratives. Some of us followed Obasanjo's administration closely and knew what actually happened. Obj wasn't a saint, but he is by far better than these incompetent dullards APC is giving us as presidents.

Most gas-fired power stations in operation today were built under OBJ. Not even your Buhari or Tinubu has done half of what Obj (the same man agbado fooools always say squandered power sector money) did in the power sector.

Enron brought a diesel powered 100MW generator for your Tinubu when they had no diesel import license and no plans with any marketer to supply diesel uninterrupted
The same Enron's parent company was already bankrupt which is the reason why they couldn't deliver the project.
