Since when did that start in Rivers State?

What happened to contractors like JB being paid wholesome amounts like 75% project cost and paying the balance when the project is complete?

The illegal Sole Admin also stopped gratuity payment the moment he was imposed on Rivers state by the dictator in Aso Rock. The #2 billion been dedicated to gratuity by Gov. Fubara every month was just stopped without any congent reason.
