I percieve it has to do with the money they made.

So all the noise Chelsea dey make, calling themselves billionaire's club, they still rank below spurs.

"Most Valuable club in the world" I was expecting to see at least basketball, baseball club on the list.
It's all about football clubs, na to generate income to the club na be the "Koko"
If Man Utd has been winning EPL & Champion league back to back, couple with income made internally, them for don top Madrid again as the richest club.
It's all about good management and marketing.

Chelsea FC once struggled to get sponsors (which would have offset some of their expenses, hence their worth), that was why the club invested in young players with the hope of future gain in the transfer market.
But for now, Cole Palmer seems to be the only player who could generate the needed income via transfer.

This is no surprise to anyone. Even a common London banter is that Spurs stadium alone is more valuable than Chelsea's entire worth but that's mere yabbis. Spurs is a very financially frugal club.

No one becomes rich by being frugal, but from earnings from investment. Tottenham's worth is largely due to their stadium.

Tottenham is a bigger club than Chelsea. Don't let the recent money enhanced performance of the club fool you. Facilities wise and financial strength wise, Spurs is bigger. The man behind Levy is Joe Lewis who is also a billionaire. The club is also commercially and financially stronger than Chelsea and doesn't need to utilise underhanded tactics such as trading female clubs to other companies.

Tottenham has been top 15 wealthiest club even before the stadium build. You can't compare the financial nous of Levy to whoever is at Chelsea. If you have the opportunity to have access to Levy to learn from him, grab that chance. Dude has steadily built Spurs post the Sugar era to what it is now. The stadium is the 2nd part of the plan. The academy and facilities was the first part.
