You know Palmer played for City? So we don't have to assume what he would do with so-called better players. We saw him. KdB played with far inferior players in Wolfsburg. Read your post very well. I think you made an error although I think I understand what you're trying to say. So let's analyze it.

Before Raphinha left for Barca, your club, Arsenal and Barcelona wanted him right? Think of it critically. One can assume Neto was at the same level in your club's mind when you purchased him some seasons later. I'm judging based on how much you paid for Neto vs what Barca paid for Raphinha. Don't be rigid in thinking it through. Just pause and reflect.

But now you are categorizing Neto as a dud. And something isn't telling you that your best player probably isn't influencing Neto's game productively. Don't shout. Look at Ferran Torres playing with Lamine. That should tell you all you need to know.
