ARE GOVERNORS PERMITTED TO USE THAT FLAG?

The issue was the flag, not the individuals using it. Even traditional rulers these days uses the Nigerian coat of arms as insignia on their stuff.

I said "A governor cannot put the state seal on NIGERIA FLAG." Did I say they can't have their own flag?
Based on the picture you posted there are two flags; Nigeria Flag and Lagos Flag. You claimed it was the same flag that houses the Nigeria and Lagos Flags in One and I said No.
Do you disagree with this position? Yes or No.

Nigeria flag has no coat of arms, they should give explanation for the ones with coat of arms. Am sure it must have represented something. Flags position by governors cars are different from the president . Even the Buhari own needed explanation
