Buddy. Russia is a big player in the civilian Nuclear Reactor sector. They're building nuclear reactors in many countries, like Bangladesh. These can't be used to build nuclear weapons or India wouldn't have ever allowed Russia to make these reactors in Bangladesh.

These reactors are 3+ generation pressurized water reactors (PWR). They use LEU as fuel. Nuclear Weapons need HEU, and more advanced ones rely more on Plutonium, with very little Uranium.

We Indians used to buy a lot of weapons from Russia. Let me say this, Russians are no saints. They will NEVER give nuclear weapons tech to anyone. Heck, we had to pay through our nose to get some assistance in Naval nuclear reactors for nuclear submarines we Indians built (CLWR-B1 reactor in Arihant class submarines). And this is when we already had the technology to produce HEU, which is the critical factor as we use it as fuel in these reactors (this is HEU but still only around 40% of the enrichment needed for Nuclear Weapons).

So, no. Russia is not giving Iran Nuclear Weapons technology. As for North Korea, I don't know about Russia, I only know that Pakistani nuclear proliferator AQ Khan (Google this bastard, CIA called him as dangerous as Osama Bin Laden) helped North Korea.
Incidentally, he was also arrested in Pakistan for selling nuclear weapons know how to Iran. Which he accepted that he had done.
