More like Israel has to be overcompetent because they are under severe threat.

Iran has competent armed forces. The problem is, the existence of Iran has never been under threat...and they are fighting a country who also is competent but with the added problem of always being under existential threat...meaning they have to work dobule time, and then work dobule time.
