Obviously, there are layers of people responsible, till it gets to the top which is the president. But what happens when the Presidency is in denial and propaganda mode about NATIONAL Security which was becoming the issue with the then government.

i cannot imagine Tinubu or Wike or Fayose or Fashola as governor of a state and looking helplessly calling FG and Pope to help them.

How many tribes, kings and local governments does Tinubu know in Benue up to the state government? As a priest, the governor doesn't know how to broker peace in his own state? He can't summon all the heads and read the riot act to them if they want to go quickly to meet God.
