State governors are answerable to the presidency.
If the crises were to threaten the existence of this administration, the matter would have been solved immediately.
We shouldn't expect much from someone having such moniker.

I was watching it live on the tele,the police chief just stood up and was looking at the president as he was asking the question.After that,the man just sit down,no comment,no answer to the president's question.
How come 200 human beings were killed in a day and no single arrest was made?
Even the president was surprised.
Come down to the south here,dare you fight and break bottle, police will arrest you immediately.But over there in the north, people kill people as they like,no arrest.
When the police boss stood up and was just looking at the president and later sat down without any explanation to the president's query,I shook my head and off my tele.

This is a state issue, same constitution says the Governor is the Chief Security Officer of The State, a state under the constitution of 1999 as amended has the power through the state house of assembly to create laws for the betterment & security of the state.

With the power to create security outfits with powers within the jurisdiction of the state, subject to the authority of the federal government.

How can you be asking a question made for you?
If you are asking this question after approving Security budget, I think you should be sacking and replacing the Security heads bringing shame you do not possess to your junta.
You claimed that insecurity stops at the presidents desk, and you are asking ground and agbado sellers why arrests have not been made.
Let me tell you why no arrest have not been made:
1: Your sole focus is to please the north for their votes in 2027, because yakubu cannot pull the stunt of 2023.
2: You are more interested in media propaganda than the actual task on your table - reason you have more media SA than an entire local govt.
3: The office is quite bigger than you and grabbing, taking and running with it does not run a govt, it only exposes the reality after election.
4: You are busy appointing people that will help you scuffle next election instead of people that can help you work positively to put Nigeria better than you met it.
I can go on, but finally, no one will be arrested because criminals like chaotic environment, that is when they can pick pocket, ans steal goods in the market - remember the snake charmers and hyena merchants in the market place.
