The Department of State Services (DSS) wrote to Moses Gara, commander of operation Whirl Stroke (OPWS), about planned attacks on communities in Benue and Nasarawa states in May, according to a leaked memo.

The Defence Headquarters (DHQ) launched operation Whirl Wind Stroke in Benue in 2018. The operation comprises the military, police, and DSS.

On June 13, gunmen attacked Yelewata and Daudu communities in Guma LGA of Benue, killing over 200 people, including internally displaced persons (IDPs) and farmers.

In a leaked memo dated May 13 seen by TheCable, the secret police said intelligence revealed that suspected “Fulani militias” were planning to attack settlements in Awe LGA, Nasarawa state, and other communities “anytime soon”.

In the memo, DSS said its checks revealed that the planned attack was to avenge an alleged seizure of some cows by the state government.


The communication identified the communities marked for attack as Mararaba, Jangargari, Wurgi, Gidan Antonny, Akon, Usende, Gaar, Vandikya, Chiata, Dooga, Gidan Baban Yara, Apelle, Pantaki, Kaambe and the Stadium area.

The memo also revealed that there were also plans to attack Tiv settlements and border communities between Nasarawa and Benue states by “suspected armed Fulani mercenaries”.



Yelewata, which later fell under an attack that claimed over 100 lives, was one of the communities identified in the memo.

“Reports indicate that they have been holding a series of meetings in Akpanaja, Rukuhi and Andori settlements in Doma LGA and have stationed their men at designated forests for a coordinated offensive against the Tiv communities,” the memo reads.


“The militias are currently hibernating at Amako and Igbabo forest located between Mkoma and Doka villages in Doma LGA and Ikom forest, located few kilometers away from Yelwata-Udei-Ukohol and Kadarko Railway in Keana LGA and are planning to attack Agatu, Gwer West/Gwer East/part of Makurdi LGA, as well as Guma and Loko Communities, all in Benue State.”


ARMY HELD HIGH LEVEL MEETING OVER BENUE ATTACKS — DAYS AFTER MEMO

In May, Moses Gara, commander of the OPWS, held a “high-level meeting” with leaders of the Miyetti Allah Cattle Breeders’ Association of Nigeria (MACBAN) in Makurdi, Benue capital, over the constant attacks in the state.

Lawal Osabo, acting assistant director of army public relations, 401 special forces brigade/sector 1 OPWS, in a statement issued on May 28, said the engagement brought together critical stakeholders, including security agencies and local government authorities.

Osabo said the meeting addressed persistent security threats such as farmer-herder conflicts, retaliatory attacks, kidnappings, and cattle rustling in Benue state.

He added that the concerns raised during the engagement would be tabled before the state government and relevant security agencies.

Following the recent killings, Christopher Musa, chief of defence staff (CDS), said troops were in Yelewata on the day of the attack but were misled by false information that another community was under siege.

Musa said the assailants attacked Yelewata after the troops moved to the other community.


“Because of the insider information, on the actual day that it (attack) happened, the troops were there,” the CDS said.

“There was a fake attack in the other village when the troops moved in; that is when they came to attack the other one. That is what happened.”


TheCable reached out to Edward Buba, director of defence media operations, for his comment on the memo, but he did not pick up his calls or respond to messages sent.

Onyinyechi Anele, director of army public relations, asked TheCabe to “speak to the commander” when she was contacted.

TheCable was unable to contact the DSS, as the agency has no known designated spokesperson and was yet to get in contact with Gara at the time of filing this report.

“There was a fake attack in the other village when the troops moved in; that is when they came to attack the other one. That is what happened.”
This excuses is unacceptable coming from the Chief of Defense, you shouldn't take any other information from any source above the ones given to you by the DSS, they had been at the nooks and crannies gathering information for weeks. Some of the local sources might be sympathetic to these attackers, and truly , at the end of the day, you were fooled by the so called " fake attack".

So the DSS knows and acknowledges them as "Fulani Militias" and “suspected armed Fulani mercenaries” but the Governor of Benue is still having difficulties mentioning the word "Fulani"

Government KNOWS those attacking the people of Benue, they know their hideout, they know their attack routes but choose to do nothing.

Nigerian army is complacent in the whole Fulani herdsmen terrorists attacks all over Nigeria, it is no longer news.


My only worry is why Tinubu haven't done any serious thing to change this, how you may ask?

From reports of past years and recent times, anytime Fulani herdsmen wants to attack a community, Nigerian army usually storm that community to disarm any vigilante group and even make random arrests, days later Fulani herdsmen terrorists will strike that community. And once they strike, Nigerian army will crawl out from their hiding to prevent the community youths from carrying out a reprisal attack on Fulanis.


The solution?


Stop posting Hausa-Fulani Generals to be the GOC of any army barrack outside Northwest and Northeast.


Let every GOC of army barrack in any Nigerian state be an indigene of that state, or at worst someone from that region if the state doesn't have enough Generals to appoint as GOC.


Stop posting Hausa-Fulani Generals to be the commanding officers of army barracks in Middlebelt states, Southeast states, SouthSouth states and Southwest states. They should be posted to Northwest and Northeast states.


Do the same with Police Commissioners and Deputy Police Commissioners and watch Fulani herdsmen terrorists attacks die a natural death.



Will Tinubu do this? NO!

Why? He is ruling Nigeria with politics of abracadabra, he is not really interested in delivering quality leadership that will impact Nigerian people's lives positively.

The DSS memo clearly called them Fulani militias.. and i still can't understand why military brass will keep holding peace meeting with these killers (Myetti Allah) who clearly are in the know of these attacks which they referred to as " retaliatory attacks". They settled in a nearby forest planning the attacks, this has been their mode of operation for decades while some local themselves accommodate them and even give them their women to warm up before the attacks... Loads of trash!

They should have known as trained officers. They went somewhere based on an intel but got info & abandoned the first intel.

In a law-abiding country, some officials would have resigned over this kind of issue—but not in Nigeria. The lack of accountability is frustrating. Besides, I never knew the DSS could be this proactive. It’s surprising, given how things usually operate in the country.

The commander even went to hold meetings with the leaders of the fulani terro-rist group. Basically begging them not to attack. That was after he was given credible information that they were about to attack. How many times have the Army tried holding "meetings" with the leaders of ipob or ESN?

The same Army shot and killed scores of IPOB members at Aba while they gathered for an early morning devotion at a football pitch before a peaceful match. Same army shot at IPOB members at a church at Nkpor! You shoot at people singing hymns and then hold appeasing "meetings" with proven killers!

There's too much complicity in this country and if I were the President, I won't ask the IG why there are no arrests, I'll tell his subordinates to arrest him on the spot for negligence of duty. That is all I need to do to fire the first shot. Everyone will sit up. No playing games. But the way it is now, some people are even saying what the President did with the security chiefs at Benue was drama after rehearsal, imagine that!

And what happened with calling for reinforcements to go to the other community while they hold forth on the mission they came for?
