They do not target civilians deliberately. They maintain some morals even in a war.

I'm no muslim, but there's nothing wrong with Iran and any other state being an Islamic state. There are more than 8 billion people in the world with different religions, traditions, culture, ethics, way of life etc and should not be condemned because of how they choose to live their lives.
