University Of Pennsylvania Bans Transgender From Female Sports In Agreement With Trump Administration

The University of Pennsylvania has reached a landmark resolution with the United States Department of Education, agreeing to bar transgender women from participating in women's sports and restore athletic records to biological female athletes.

The agreement follows a civil rights investigation into alleged Title IX violations stemming from the participation of transgender swimmer Lia Thomas during the 2021-2022 season, according to ABC News.

In a statement released Tuesday, the Donald Trump administration and the university confirmed that Penn would comply with Title IX as newly interpreted by the Department of Education — which now defines sex strictly as biological under a Trump-era executive order.

The university will also adopt policies ensuring sex-based access to locker rooms and bathrooms for student-athletes.

Secretary of Education Linda McMahon hailed the agreement as a "common-sense" victory for women and girls.

“Thanks to the leadership of President Trump, UPenn has agreed both to apologize for its past Title IX violations and to ensure that women's sports are protected at the university for future generations,” McMahon stated.

As part of the agreement, Penn will issue personalised letters of apology to female swimmers affected by the inclusion of transgender athletes and revise Division I swimming records, titles, and recognitions to reflect biological sex.

The Department of Education launched the investigation in April following numerous petitions and complaints about the fairness and legality of allowing Lia Thomas — a transgender woman — to compete on the university’s women’s swim team. Thomas made history as the first openly transgender NCAA Division I national champion but sparked national controversy and legal challenges.

In addition to restoring athletic honours to impacted female athletes, Penn has vowed to end any partnerships with third parties or athletic associations that do not comply with the federal interpretation of Title IX. The university also committed to shielding female students from sex-based discrimination in all its athletic programmes.

University of Pennsylvania President Dr. J. Larry Jameson acknowledged the sensitivity of the issue, stating: “Our commitment to ensuring a respectful and welcoming environment for all of our students is unwavering. At the same time, we must comply with federal requirements, including executive orders and NCAA eligibility rules.”

Jameson further admitted that, although the university followed NCAA policies at the time Lia Thomas competed, the experience caused distress for other athletes. He pledged to review and update the women’s swim team records to reflect current eligibility guidelines.

The university had previously faced sanctions, including the suspension of $175 million in federal contracts, over its handling of transgender participation in women's sports. The Trump administration had made the reinstatement of funding conditional upon compliance with its executive orders.

Riley Gaines, a former University of Kentucky swimmer who tied with Thomas in the 2022 NCAA championship, praised the outcome.

“This administration does not just pay lip service to women’s equality: it vigorously insists on it being upheld,” said Gaines. “It is my hope this demonstrates that educational institutions will no longer be allowed to trample upon women’s civil rights.”

The agreement coincides with the Department of Education’s designation of June as “Title IX Month,” commemorating women’s achievements and their ongoing fight for equal opportunity in education and athletics.

White House spokesperson, Liz Huston, emphasised the broader significance of the resolution, stating:

“The University of Pennsylvania repeatedly violated civil rights laws by allowing men to compete in women’s sports. President Trump will always protect women’s sports and restore common sense to the federal government.”

As of July 2025, the Education Department has opened over 20 Title IX investigations into schools accused of allowing transgender athletes to compete in women’s categories.

I personally do not think it's right for a man to participate in female sports, only because he enjoys some advantage based on his natural attributes.

Yet, we must not discriminate against them.

They already have a tough life.

You can empathise even if you aren't afflicted.

Yeah, thanks to that Lia Thomas issues...it caused more harm

Lia Thomas actually damaged the trans women into sports campaign in a lot of ways,....she stopped her hormone treatments, and then there is the fact that for 18 years of her life, she was a man, and thus had the advantage that testoterone gives men over women. NO amount of therapy or operations can remove that advantage. That's why proposals for trans women to take part in women's sport say that transitioning must start before puberty for the affected child to remove the advantage puberty brings(I even saw a suggestion that transitioning must begin at 4 or 5 years of age. Lia started at 18...).

And it was getting annoying. I mean even woke women's groups, even lesbians were getting angry self. Any man who has been losing in men's sports can suddenly claim he is a woman, start taking hormones, and start winning because puberty gave them advantage over females. Is that fair now?

At the end, the problem is that testoterone advantage. Anyone doing transition after puberty has done its thing...is going to beat cis gendered women at any sport. It does not matter how hard they try....testoterone provides strength advantages. Even if Lia had continued her transistion treatment, the advantage will still be there.

For me we should ban trans women from women's sport...not because of religion, but because it reminds one of the good old days when East German sports authorities were pumping their women with testoterone to beat the competiton. Some of those women suffered later in life, and one of them essentially had so much testoterone pumped in her that she essentially became a man. And has to live as a man. And is not happy about it.

Also, women fought for sports for themselves for years. It was not easy at all. And to have some man decide he is a woman and then come and be defeating women who have trained and suffered for years....

Infact, thinking about the Lia thomas case, if we allow trans athletes in sports, all it takes is for some unscrupulous nations and people to send in men, dressed as women, to compettions like the Olympics...and claim they are transwomen. East german athletics is probably wishing from the great beyond that they thought about this....

Also, trans athletes were meant to have a cut off mark for testoterone, but even then, remember folks, puberty advantage.

I'm not against them have sexual liberty but there should be a locker or rest room for biological women, biological men, and LGBTQ.

So that it can be 3 categories instead of 2 categories of gender.

Also, every sport competition should have a tournament for biological men, a different tournament for biological women and a 3rd different tournament for transgenders where transgender men and women can compete differently and favorably.
