Very old people are mostly like children. I doubt if he knows what he's doing, he may not be mentally capable enough to even understand what is going on around him. Left to him, all he may want to do at 86 is just lie somewhere relaxing with his grandkids, but the cabal around him, the real people running things and enjoying the power, will not want him stepping down because of their selfish interests .
