The Lagos Judicial Panel of Inquiry on #EndSARS found that people were killed at the Lekki Toll Gate.

In its report submitted to the Lagos State government in November 2021, the panel described the incident of October 20, 2020, as a "massacre." The report stated that officers of the Nigerian Army shot, injured, and killed unarmed, helpless, and defenseless protesters.

The panel's findings included:

11 people were confirmed killed, with four others listed as missing and presumed dead.

48 casualties in total, including those killed, missing, and others who were assaulted by security forces.

The Nigerian Army and police were found to have shot at protesters without provocation or justification.

The panel also found that there were attempts by security agencies and other government entities to cover up the incident, including cleaning up the scene to remove evidence and preventing ambulances from accessing injured victims.
