Constitutional review: Governors Uzodinma, Otti Differ On State Creation by Nemere2020(op): 3:28pm On Jul 20, 2025
Governor Hope Uzodimma of Imo and his Abia counterpart, Governor Alex Otti, on Saturday, expressed varied opinions on state creation at a public hearing on the 1999 Constitution Review.

The exercise was organised in Owerri for both states.

And while Mr Uzodimma advocated for the creation of additional states in the South-East, Mr Otti expressed reservations about creating 31 additional states in the country.

Mr Uzodimma said that additional states for the South-East would promote equity and justice for the Igbo people and also address the perceived marginalisation of the region.

“Every other zone has six or more states.

“This imbalance has led to underrepresentation in critical national institutions, from the National Assembly to the Federal Executive Council.

“It has shrunk our voice and abridged our inclusivity.


“Therefore, it’s only fair and just that we ask for the creation of at least two additional states in the South-East,” Mr Uzodimma said.

He specifically called for the creation of Anim State, saying that it would boast of an oil-producing status upon creation.

“This makes it commercially viable, with sufficient revenue base to self-sustenance.

“This should naturally go hand in hand with the creation of new local government areas for the zone,” he said.

On the issue of indigeneship, he said anyone born in a state or had lived in a state for upwards of 10 years should be considered a legitimate indigene of that state in the proposed constitutional amendments.

The governor further called for the constitutional entrenchment of rotational presidency, “not along the ambiguous North–South divide, but along our six established geopolitical zones”.

He expressed the need for decisive position on the issue of state Police, saying that the current centralised policing structure was overstretched and often disconnected from local realities.

“As the Chairman of the Progressive Governors Forum, I can confirm that we support the decentralisation of the police for greater responsiveness and effectiveness.

“The fear that governors will misuse such a force is unfounded and frankly outdated,” Mr Uzodimma said.

He urged the committee to be guided by the hope of millions of Nigerians, who seek a Constitution that truly belongs to them – “one that ensures fairness, equity, and a level playing field for all”.

He described the public hearing as “democracy at work” and commended the National Assembly for its sustained efforts to deepen democracy through periodic constitutional reviews.

However, Mr Otti, who was represented by his Deputy, Ikechukwu Emetu, cited concerns that additional states would overstretch Nigeria’s limited resources.

Instead, Mr Otti recommended inclusive governance within the existing states, advocating equitable resource allocation and political representation for all major clans and groups.

Mr Otti said: “I am aware that proposals for the creation of 31 new states were received by the National Assembly, prior to this time.

“I respect the right of those who believe that the creation of new states would address concerns of marginalisation and exclusion of some ethnic and religious groups in the current structure in some parts of the country.

“I am more concerned about the additional burden these proposals, if adopted, would add to the lean resources of the nation through the multiplication of administrative costs and further bloating of an oversized bureaucracy.


“Except we can magically find independent sources of financing the new states outside what currently exists, I do not share the optimism of those promoting the idea of adding new states to the current 36-state structure.

“My recommendation would be the development of an inclusive governance model in the states, one that gives every major clan a say in the allocation of resources, a seat at the decision-making table and the structural leverage to advance their political and economic interests,”
he said.

Mr Otti said that Nigerians should be more concerned about improving the economic structure of the states, double efforts at creating jobs for the young people outside the civil service and make the welfare of the common man a priority.

“The present system is too elite driven to be functional.

“The time has come to put the ordinary people at the centre of decision making,”
he said.

He further said the present realities in the country made the creation of state police a matter of urgent national priority.

According to him, the current exclusive federal policing system is largely inadequate and exposes the people to a litany of vulnerabilities over the years.

“So, I would vote for the creation of State Police but with a proviso that standards be clearly defined as it relates to leadership, relationship with federal and other sub-national policing structures, recruitments, accountability and respect for human rights,” he said.

The Abia governor also endorsed the creation of additional seats for women in the national and state assemblies, saying that it would give women the opportunity to shape the character of the Nigerian governance architecture.

He also called for the strengthening of internal processes within political parties, to make for the active participation of women in decision making.

Mr Otti further called for caution and a holistic appreciation of the broad implications on the proposal to alter the provisions of the 1999 Constitution to establish the local government councils as a separate tier of government.

“We must be mindful of further bloating an already-overfed bureaucracy,” he said.

He called for the total adoption of the proposal seeking to make free and compulsory basic education a fundamental right of all citizens.

“Our target should not be to create a perfect constitution, but build on the gains that have been made over the past 26 years since the present Constitution came into effect,” he said.

Nigeria doesn't need to create additional states for now; make the existing ones viable first. If not for Niger Delta money shared across the country, some states will just be miserable. There shouldn't be state police without governors controlling 100% of resources in their domains and paying 10% taxes to the centre.

Go back to regionalism and everything will fall into place. Let everyone control their resources, it's simple.
Creating more states means creating more looting governors.

Otti spoke like the intellectual that he is. Very sound, unassailable argument although the South East deserves an additional state. Other than that, there’s absolutely no reason to create additional states.

And the ANIM state from Imo and Anambra States mentioned here merits the additional state in the southeast, going from how the five SE states were created in the past.

This is why I am not even fully into Peter Obi. Dude might end up thinking like this. He will be there and be building Almajiri schools for the north like Jonathan.

Others are sending their crooks to go and loot for them at Abuja, we in the former Eastern Nigeria whose resources are being looted, will rather prefer to send the Rev fathers and the monks in our midst to go and "fix Nigeria ". They will spend their term fixing Nigeria, and one Tinubu or Buhari will walk in afterwards to borrow the country to the grave again.

Just look at this one here. Others are busy grabbing resources for their region, and he is there making all sorts of sterile arguments about "the viability of states creation". Why is he not advising other regions with more states and local governments to agree to a programme to reduce the number of their states and local governments as part of an 'economic belt tightening measure" ?

They always front with these weird arguments about how we don't need more states only when state creation in the south east is mentioned. Everyone goes silent as two states in the north gets more from local governments allocations than the whole region of the south-east. The tragedy in electing "civil servants" as governors, instead of skilled politicians..

When they bring the law into practise, I am sure they will still be the first group to cry. Of all major tribes in these country, they are the least tolerant to outsiders, and yet they want to ask for what they totally detest. Shey these ppl no dey think ni? Even their governor sef.

Otti made more sense. We can't afford to create more states when most of the existing ones are not even financially viable yet.

Elders of a region should first defend the interests of their region before desperately trying to impress as nationalists. The failure of South East elders is the reason most graduates from the SE have to go to other regions to succeed in life , together with the mockery and taunts that come with it.

Just two states in the north west have almost the same amount of local governments with the south-east. Senators, house of representative members, federal allocations, federal appointments and most importantly, voters/census distribution of numbers(since none of these two exercises are done altruistically), are based on the numbers of states and local governments in a region..

So what is the business of a South Eastern elder in arguing against the repair of a system that has been rigged against his region for the better part of a century!? What kind of warped patriotism is that!? Buhari came to power and grabbed everything for his people. Tinubu is doing the same as we speak. And a south-east elder is arguing against more state creations because of funds!? Is that his argument to make?

All this shouting about new state is just for political jamboree, some of the current state are just parasites, producing nothing but waiting for contribution from other State.
Among all the propose new state creation what are them bringing to the table for the development of Nigeria, other than using it as a tools for political and tribal manipulations.

Everyone is entitled to his or her opinion...

But as I said earlier... Nigeria does not need State Police... rather true justice to arising issues...

Also... rather than adopt the idea of new states been created ... I would rather reduce the number of states... this would achieve the purpose of resources management, territorial economic expansion, national land utilisation planning, amongst other benefits...

We can’t keep shouting marginalization when we’re underutilizing the power we already have. The Southeast is full of enterprising minds and financial muscle, but our leaders and elites have failed to organize that power for regional progress. Just that it will be across the Niger, so that natural boundary exempts it from being an SE state. Therefore the imbalance in geopolitical distribution will still be there, if not worst.
