It's not necessarily an indoor exam since you can consult with professors and hire tutors.

A student who knows his/her rights will win the case in court if the student's failure is directly linked to the fact that he/she got help from somewhere.

Getting help isn't the problem.
Getting enough time to put the help together to make it make sense and finish the exam in the given time is the challenge.
A student who doesn't know what to do will spend a good chunk of the time going around to get help.
By the time they settle down to get in with the exam itself, they'll be so much in want of time

There are even take home exams, you will be told which reference books to use in the library. Sometimes, those exams are even more difficult than the regular class exams

2 hours will be for studying
1 hour to attempt the question.

You will think that the exam hall will be rowdy and noisy. But it will be more quite than a grave yard

I remember when we did an exam with similar instructions such as these but then Internet was not as common as it is today. It wasn't funny. You will think you will find similar questions in all the textbooks you carry but you are on your own.

There are open-book examinations.

When I was writing the Chartered Institute of Marketing, Berkshire examinations,
The case studies paper, usually the last paper, was an open-book examination.

You were allowed to come to the examination hall with as many books as possible.

That examination paper is testing your analytical mind.

Just like my MEG50*** Design and System analysis during my University of Lagos days in the Dept of Mechanical Engineering

The Lecturer even gave us permission to bring the library to the class, Bring food, Radio, TV or anything that could aid the exam. Its also 6hrs exam.

If you don't have the necessary skill set, no amount of asking others will help you.

You may get help to confirm your analysis BUT you wouldn't get help for fabricating the Object with your Lathe Machine or Welding Machine etc

Such questions are likely:

1. not deliberately meant to fail students. Most students will pass. If they can consult and pass, they can consult and get the job done while practising which is allowed.
2. to be brain tester. There will be a part that will test their reasoning ability, and that's where outstanding students will be separated from normal and lazy students.
