The Nigerian National Petroleum Company Limited has officially ruled out the sale of the Port Harcourt Refining Company, reaffirming its commitment to completing high-grade rehabilitation and retention of the plant.

‎Group Chief Executive Officer of NNPC Ltd, Bayo Ojulari, made the announcement during a company-wide town hall meeting at the NNPC Towers in Abuja, ending weeks of speculation over the future of the country’s most prominent state-owned refining asset.

‎A statement by the company management on Wednesday read, “The Nigerian National Petroleum Company Limited has officially ruled out the sale of the Port Harcourt Refining Company, reaffirming its commitment to completing high-grade rehabilitation and retention of the plant.”

‎He described selling the Port Harcourt Refining Company as “ill-advised and sub-commercial.”

‎Ojulari’s remarks come amid rising public concern sparked by his earlier comments at the 2025 OPEC Seminar in Vienna, where he said “all options are on the table” regarding the future of Nigeria’s refineries.


The statement triggered a wave of speculation that a sale might be imminent.

‎He stated that the new position of the firm isn’t a shift. Rather, it is informed by ongoing detailed technical and financial reviews of the Port Harcourt, Kaduna and Warri refineries.


‎The statement added, “The ongoing review indicates that the earlier decision to operate the Port Harcourt refinery, before full completion of its rehabilitation, was ill-informed and subcommercial.

‎”Although progress is being made on all three, the emerging outlook calls for more advanced technical partnerships to complete and high-grade the rehabilitation of the Port Harcourt refinery.

‎”Thus, selling is highly unlikely as it would lead to further value erosion.”

Despite the hullabaloo, media frenzy ,reckless spree and unbelievable wanton corruption in the Port Harcourt refinery, they cannot account for anything tangible, not even a drop of refined oil. They are confused in BalaBlu and can't defend their reckless stealing; hence this press release.

To call this government a failure is just putting it mildly.

If truly NNPC belongs to Nigerians then until we protest this people will never stop deceiving us. They never account for the 210 trillion stolen but I guess next budget now they will allocate another billions to repair refinery. Be like GOD, OGUN, SANGO and more wan punish this people combine. Until the youths (from all tribes) join hands together to fight this people, they will never stop playing us.

Selling the refinery to the private oil operators, entrepreneurs is the solution.. government cannot operate and run the refinery..it's the private sector , private oil operators, entrepreneurs that is good and perfect in running and operating businesses and refineries... the role of government is to provide a conducive environment for businesses companies industries, refineries to thrive.. and not to run businesses companies industries, refineries.. simple

That is it. Bayo Ojulari is under serious pressure. The Kigali meeting was a setup for him he never took the decision to have the meeting in Kigali. They want to retain the refineries not just Portharcourt Refinery as a conduit pipe for looting.

Yaradua / Jonathan Government is the worst Government in Africa. I have said it severally and stand on what I know and on what I said.

OBASANJO fought many battles to sell Refineries. If OBASANJO had done 3rd term those Refineries that were sold would have been turned around within the 4 years by DANGOTE / OTEDOLA Consortium. Money in the Reserve would have been up to $100 billion or more as oil price jumped above $100 per barrel in 2008.

Yaradua played to gallery to satisfy anti Obasanjo crusaders and stabilize his rulership. He wasted Independent Power Project, cancelled refineries sale that OBASANJO fought to sell, allow importation of Cement.

After $18 billion dollars wasted on refineries maintenance they still want to continue spending money on Portharcourt Refinery. No problem.

Then boom peter obi will come back in 2027 to reverse the sale and people like you will hail him and he will pump another $1.5B into the refinery again and you people will be jubilating and the refinery will only produce like 10 litres of petrol and shutdown again then the circle continues on and on without end. because we don't learn in this country.
