Both parties should be sanctioned, not just suspend the pilots while considering what to do with the other party. Assuming the plane was a propeller powered engine or a wing mounted one there would have been fatalities. Just because someone feels he's bigger than laid down rules and another lacks the patience and maturity to handle unruly passengers.
