Rochas was. Atleast he had that optics. Before becoming governor. Being a governor could have solidified it but man chose to be foolish and misbehave.

Rochas the statues builder. Man wasted his state's money to build statues. And this same man was hyped that he went first for the Aso Rock seat. Some of the few privileged ones that the country has richly blessed. Now that he's out of politics, I hope he still has enough resources to take care of all the underprivileged children on a free education scheme in his Rochas Foundation College.

Rochas is not the worst Imo governor. By far, Rochas Okorocha made more impact than the current man there. Hope is totally clueless and knows nothing about governance.

Imo State has never had a governor as ambitious as Rochas since 1999. Rochas' biggest undoing was awarding contracts to charlatans. Despite that, many of his projects stand firmly today.
