You don't need 100% facial recognition in most cases to be able to identify the suspect. Body structure and movement of the suspect is enough for police to nab the suspect, especially when those familiar with the suspect come across this video.

Identifying a suspect involves a lot of social and behavioral engineering. The CCTV system as does ots job of providing an hint or heads up for the authority to do their investigation.
