He still used Nigerians money obtained thru shady forex deals to build his refinery pretending he borrowed from CBN. How can you borrow huge money from CBN for building refinery and paid back before the construction completed talk less of commencing operation. One reason why his HQ was raided by EFCC for Forex documents.
