Higher tertiary institution are often seen as the hallmark of higher education. They produce research, train professionals, and help shape national development. Almost every country in the world has at least one, but there are rare exceptions.

Surprisingly, two European nations do not have a single university within their borders. Their citizens still receive higher education, but mostly by relying on neighboring countries or state-owned institutes.
Here are the two countries without a university:

Vatican City

Vatican City is the world’s smallest independent state, located within Rome, Italy. It is home to the Pope and serves as the headquarters of the Catholic Church. Covering just 49 hectares and with a population of fewer than 1,000 people, it is also one of the least populated countries on earth.

Because of its tiny size and clerical population, Vatican City has no primary, secondary or higher education schools for its citizens. Establishing a full university is practically impossible due to limited land, security restrictions, and its small number of residents.

That said, Vatican City is closely linked with more than 15 universities and colleges, almost all of which are situated just outside its walls in Rome. The only institution within its borders is the Ethiopian College, which trains African students for the priesthood. For most citizens, higher education takes place in Rome or other Italian universities.

Luxembourg

Luxembourg, a small but wealthy country bordered by France, Germany and Belgium, also lacks a traditional university system. Despite its population of around 682,000 in 2025 and its reputation as a developed nation, it relies instead on a network of state-owned higher institutes.

The country’s education system is well-structured. Children attend preschool from ages four to six, then progress to primary school (ages six to twelve) and secondary school (ages twelve to eighteen). Secondary education is split into general and technical tracks, with teaching carried out in several languages — French, German and Luxembourgian.

When it comes to higher studies, however, Luxembourg does not operate full universities. Instead, students often travel abroad to France, Germany or Belgium to pursue advanced degrees. Its local institutions provide professional and technical training but do not offer the broad research-based education associated with traditional universities and polytechnics .

I would not agree that the op suggests that "Education is not the guarantee for prosperity", since both Luxembourg and the Vatican have accessible education very close by, and would both be destitute without the very highly educated people who live in both.

That said, "Education is not the guarantee for prosperity", but it is an antidote to destitution, especially if its the education that improves brain use, as opposed to that which fills the brain with junk. I'd think.

Check university of Luxembourg online... It used to be free before Nigerians and Cameroonians spoilt the system...

My friend who is late now was one of the first Nigerians to benefit from the program around 2010 to 2012 that time.

In fact, he died in Luxembourg ad was buried there.

Education is beyond the formal school system

Also Luxembourg has a university.. That small town has produced world top philosophers.

If you compare collective intelligence of countries in form of IQ .. These countries sit well above Nigeria, with Nigeria around 67-70, Luxembourg 99 and Vatican 102

Vatican technically has universities through the Catholic Church in many countries.

Luxembourg as other have rightly mentioned have at least one university, the University of Luxembourg.

Luxembourg has University of Luxembourg and The Miami University John E. Dolibois European Center (MUDEC). There used to be Sacred Heart, too.

And Vatican has Pontifical University.

Luxembourg has the public University of Luxembourg, plus a few specialised private institutions offering accredited programmes (e.g., LUNEX and Luxembourg School of Business).

I have been to Luxembourg and while there, I went to the campus of the university of Luxembourg. I also have a friend who finished her PhD from the uni of Luxembourg.

So admin should take this rubbish post down for spreading misinformation

It still remains the guarantee for whatever success means to anybody. It all just depends on the type of education you're getting exposed to...

Even pickpocketing requires being "educated" in the very act.

So you probably should mention the type of education when you make comments like that.

Oh and in all trades, there's always those who are successful in it and those who struggle, so who's to judge this kinda yéyé troublesome matter.
