I don't think any of the two options is visible before the election.

1. Creation of the state is not that easy in democratic system and other regions will want their own citing land mass and population.

2. Releasing Nnamdi Kanu seem visible but it's after election. How many time has he been released but start using his network to cause problem against what he promised.

Remember NW has 7states. SW also need 7th state because of population. NC need more state because of Land mass.
This is how arguments will continue will continue.
