The FG owns the schools/unis and are the employers of ASUU. ASUU through unionism and politics, have negotiated a good level of independence in finance or "unaccountability". That means FG is just an "establisher" and unconditional funder of the institutions while ASUU are unquestionable administrators.

Its validity status or binding nature is not what matters but the right steps to be taken in the right direction in a double quick time.
