I moved to a new house and all the wires from the pole to the house are black.

All the wires from the meter into the house are black.

All the wires to and from the phases are black.

The wires into the ELCB is black, live and neutral out of the ELCB into the DB are red.

I went to market yesterday to buy 6mm wire and they say they have only red, I said I want black and white, they said use tape to make the red black that they have only red.

I think that for my sanity I will keep looking for the wires of the proper colors and rewire the wiring.

I literally had to go to youtube before I could connect my inverter to the house because of this nonsense

I will also replace the ELCB with my own RCCB.

I have seen it trip off in response to an overload that caused a fire and also trip off when water got into one of the circuits of the freezer wires, so I am a convert through and through.

The house even has an earth fault and I wonder how easy it is going to be to troubleshoot

Except if the cables are substandard, just get a good and diligent electrician and let him trace the wires and run coloured tapes on the wires for proper identification at the necessary points through and through.

It also depends on what you mean by cheap charges. Anyone taking up a job should give in their best irrespective of the charges.
In the building industry there are standard rates for all professionals and professions involved in the building community.
There are also what I call flexible rates.

There is always a red flag. Most times when a contractor or vendor gives a quote that is even less than the materials estimate involved, it becomes questionable. There is nowhere they won't cut corners to get something out of the job. Sometimes clients are too busy or lazy to do their due diligence, what matters to them is the lowest quote aka cheap charges. In a country where professional regulations are lacking, not everyone will have the ethical values to do what is right.
For instance, if I have a job say to plaster a wall that will take 10bags of cement and 10 tons of sand to complete, then a contractor says he will take #150k (labor and material) to do it. Right there, is the red flag.
cement @ 10k x 10 = 100k
Sand 10tons = 70k
water?
Labor?
What this means is that he is planning to use only about 5 bags of cement to do shady job that will crack in no time.

When we did this fence, some people said its over the board to use iron rod for the pillars and to do chain but my contactor insisted.

So I just got a reply from my mom. She said they've finished with demarcation of the flats. Now they are planning on installing of windows, pipes for electric wires and First stage of plumbing installation. And negotiations and selection of materials and artisans for these work have only just started. I'm not satisfied with this because I believe this should have been done since. I will allow the engineer finish with this stage of work then I'll reevaluate his position. As someone suggested, I'll also try to integrate artisans and engineers on this thread in the project. For anyone who's into windows and plumbing materials and installation, I'll attach the list here and you can reply with your quotation.
As I do not know anyone personally here and also I'm wary about giving my personal contact out(which is why I don't have direct communication with the current engineer), most negotiation and discussion will be done here and with my mum.
Please note, location of project is ketu/alapere Lagos.

After completing the light installations in Ibadan, I’m back in Akure this morning to continue with our project. Plinth beam has been casted, and we’re currently earthfilling the foundation.
