Why cant i buy this with some repeater and host old tv shows and anime for my entire village

Im not talking about buying the infra, to transmit anything in nigeria, you have to key in a bandwith thats not allocated, getting that requires a license from nbc which is hectic for me to get as too much paper work and nonsense
