When a case or project is in court, it places an automatic embargo on further actions or work that could be done on it. Unless the govt decides to be lawless and disrespect court orders and procedures.
Taking a project to court is one sure way by which such project could be frustrated, especially in an inefficient judicial system like ours.

Last time I checked, a private citizen can also sue someone to court. If you feel you have enough evidence to prove his corruption, please proceed. I hate people that throw around accusations but can't back it with action.

The "saner clime" you're shouting, it's the same process. If a citizen feels a former official is quilty of corruption and the government isn't doing anything about it, then they can take him/her to court. He already said all the documents and process can be requested for under the FOI bill. So what's stopping you?
