This fenders suffered from mechanical and environmental failures.

Don't also forget the marine police checkpoints on that area (wharf, breakwater, ladol/SHIN to tincan, nigerdock, Liverpool, kirikiri etc) is much more than any land checkpoint in Nigeria.

Point your finger towards the port facilities maintenance and security team, and those hausa truck drivers, if you suspect it was stolen
you bring up a good point bro. But he don't accuse anyone of stealing those heavy chains he just ask some questions. It amuse me our port don't have 24hrs CCTV control. Well hope authority see this.

Where is the Navy?

Nigerian navy are not working at all, they should absorb most of their men to work with the army.

My concern is whey the ships don't have active security officials.

OFFICIALS WITH FIRES ARMS THAT WILL SHOOT DIRECTLY ON SIGHT.

By the time they use 3 as scape goats, I'm 100% sure that no one will near there again.

BUT OF COURSE, IT'S THE OFFICIALS THEMSELVES THAT ARE DIRECTLY AND INDIRECTLY DOING THE STEALING.

Nigerian navy are not working at all, they should absorb most of their men to work with the army.
the dont do enough at all, they barely patrol our water ways, same as airforce no surveillance carried out on constant basis they leave everything at the door step of police and soldiers, to get an effective security system all of them need to work in tandem

May be the OP is the real culprit, who knows with the way they are defending him. He could have called the attention of the appropriate authorities without mentioning the fisherman, couldn't he?
He failed to realise fishing is a legit career but merged it alongside with thieves, some poor intelligent individuals are trying to defend him. In most cases, it could be some of the Port employees are the criminals.

Did you read where he stated that they were just installed about 2-3 years ago? You probably do not know about sea port operation to think that truck drivers have access to that place.

Those thieves or 'fishermen' are called port rats. Port security team should sit up and do their work. Some of them also sabotage the security architecture by permitting such,because they benefit from it.

I don't know what we are maintaining a navy for?

A port of all places, the Navy should be there, a port is a very important national asset.

Am afraid for Nigeria, so much incompetence, how will we be able to fight a real war if we can't even protect our territorial integrity and space in peace time. This is weakness.

The navy should be in the Sahel rivers/lakes check mating movement of iswap and bokoharam. I don't see the Navy anywhere...we are paying them for nothing.

Its vandalism and thieves are the culprits. They are same sets of people stealing bolts from rail lines without any regard for safety.

Out of concerns and worries for how Nigerians handle national asset i decide to pen these issue of high importance..
About 2 to 3 years ago, fenders of Apapa Ports Quay apron - meant to absorb shock when ships berth were replaced, almost a 100 units of them with heavy chains, numbering 4 per unit used to secure them in the event of falling off, either jammed by ships or as a result of broken bolts.

Today, all of those chains have been removed by the men disguising as fishermen. talking from safety aspect, if any of those fenders falls, nothing suspends it and can be very injurious to ship hull.

The questions are many:
1. who are these ''fishermen''?
2. where is the NPA surveillance to ensure key ports infrastructures are kept safe?
3. where are these chains sold to and who are the buyers?

Government agencies in charge of ports security should please wake up to their responsibility!
You know Nigeria is a corrupt country where national assembly members collect bribes and hijack budgets, is an unserious country, the fishermen are not the fishermen you think about they are the fishermen from the agency

It's not only there same thing is happening here in onne wharf were I work the fishermen come around to steal it most especially when the tide is very low and you can't send them aware as fishing is there form of livelihood

Those thieves have different names and are different...some are called Alibaba. Those one sneak into vessels at night using ropes and siphon petroleum products by using portable pumps. They also sneak underneath jetty terminals to steal products when vessels like tankers are discharging....
I don't think these ones have now diverted to stealing fender chains....and I don't think any their would wanna start fender chains cos those port facilities are being guarded by the navy, patroling cops and jetty private security...the jetty armed security usually fires into water to scare fishermen who come too close so it's hard to say.
Any thief doing such risks being shot....
So there are many issues here....most likely fishermen thieves

I disagree with you. Its not q maintenance issue but theft. Those guys carry out these atrocities in the middle of the night. They use the darkness to cover and as the quay apron is not visible due to its positioning. It's just crazy how we treat our national assets.
