If we were in our right state of mind and studying in our language, there won't even be a need for English to enter a university

I see! I want to ask, did you attend university as well? Because if you do, you would understand that, Dean is not a small position and there's secretary working with anybody occupying such position, hence, the circular was prepared for him/her to sign. It's just that he/she didn't review it before signing.
Putting your signature to a document means you're taking ownership of that document, there's no two ways about it.

English was my first language sugbọn mo le kọ ede mi daradara. It's just that when I do, unless it's your language too, you wouldn't understand what to judge.

You should learn your language so we can judge you in your language instead of blaming us for judging in the language our teacher was busy prioritizing and that our parents bought with tears and blood.

Or did you not pay school fees?

Even my little daughter spotted the errors from a university circular. We were supposed to be reading write-ups from Prof. to use and write English language Exams, rather. Even the universities the fall hands now

This is not likely to have been written by the Prof. The ideas are OK. The execution is what is found wanting. Very likely the Prof dictated the words and the Department typist did the damage.
