I can bet my bottom dollar he is living openly using the same name, in the early 2000s a lot of people got away with fraud because the yahoo epidemic had not taken hold as it is today. If he had gone to trial with a plea deal the most he might have gotten is maybe 2-5 yrs and deportation but with this situation he is guaranteed 15yrs given FBI are not involved they'll try it as a federal offence and those guys have over 95% succes rate with 75% of time served before parole option.

The fool is certainly using another re-arrangement of his name to obtain a passport. I might have use for 10k dollars so if I get a whiff I'll eat him without any remorse

It says a reward of "UP to" $10,000. That means the reward could be a dollar, or five dollars. Not necessarily $10000. Anyone who's lived in the US long enough knows this. Credit card companies do this all the time to lure new customers.

yeah true, but he was in the US then which already used some level of biometrics. since the police would have initially arrested him and he was living legally in the US they would definitely have some biometrics probably including his dna. any attempt to fly into any western country he would most likely be caught but if he is in a third world country it would be extremely difficult as those goverment may not cooperate or even have the capacity to track the person but with the bounty and image available someone would most likely snitch on him
i see your point. I doubt he's in any Western country. If he came to Nigeria at that time and never left, chances of tracking him down is very low if he did a name change and continued to mind his business (keep low). The last image they had of him was 20 years ago. A lot must have changed about him.
