The industrial dispute between the Dangote Petroleum Refinery and the Petroleum and Natural Gas Senior Staff Association of Nigeria took a dramatic turn on Saturday as the union ordered seven branches to cut off crude oil and gas supplies to the $20bn facility.

In a letter dated September 26 and signed by its General Secretary, Lumumba Okugbawa, the union accused the refinery’s management of sacking its members in retaliation for exercising their constitutional right to join the union.

The union’s move marks an escalation in the standoff, with PENGASSAN accusing the refinery of anti-labour practices and the unlawful sack of its members.

In the directive issued to its branch chairmen, PENGASSAN instructed its branch chairmen in key upstream and midstream oil companies, including TotalEnergies, Chevron, Seplat, Shell Nigeria Gas, Oando, and Nigerian Gas Infrastructure Company, to immediately cut off all crude oil and gas supplies to the refinery.


PUNCH Online reports that the directive comes after PENGASSAN alleged that Nigerian workers were sacked by Dangote Refinery after joining the union, claiming that management also withdrew staff buses and denied entry to locals while allowing expatriates access.

The union threatened to picket the refinery if the situation was not addressed.

In a statement on Friday, the refinery clarified that only a small number of workers were affected by what it described as a reorganisation aimed at preventing acts of sabotage within the facility. Dangote maintained that the restructuring was necessary after what it described as recurring acts of sabotage in different units of the refinery, which posed serious risks to human lives and operations.

As a result, PENGASSAN instructed its branches in TotalEnergies, Seplat, Chevron, Oando, Shell Nigeria Gas, Renaissance, and NGIC to cut gas supply to the refinery immediately.


The union described the move as “illegitimate” and accused the refinery of spreading misinformation instead of addressing the matter through dialogue.

“As you are aware, the Management of Dangote Petroleum Refinery has disengaged our members in reaction to the exercise of their constitutional right to being unionized.

“They have gone further on a mission of misinformation and propaganda to justify this illegitimacy rather than engaging meaningfully with us to right the wrong.

“Consequent to these, you are hereby directed to cut off gas supply to NGIC effective immediately. All crude oil supply valves to the Refinery should be shut. The loading operation for vessel headed there should be halted immediately,” the directive read.

The union further mandated the NGIC Chairman to ensure strict compliance with the order and told all branch chairmen to give regular updates on the action taken.


“NGIC Chairman, ensure that gas supply to the Refinery is cut off effective immediately. All chairmen on this summons are to report promptly the progress of the directive. Kindly accept the assurances of our highest esteem. Thank you,” the statement read.

Reaffirming its solidarity, PENGASSAN ended the directive with its slogan: “Injury to one! Injury to all!”

On Thursday, the company announced it would suspend petrol sales in naira from September 28 following the exhaustion of its crude-for-naira allocations.

Presently there is so much disorderliness in Nigeria... and a need to "press the reboot button"...

Just as I previously stated... no secular union should override the sovereignty of a nation...

Although... some unions and associations have positive impact on the country... but some neither add value nor have developed any part of Nigeria...

For example among the defaulting unions... NURTW, RTEAN... who continuously and forcefully collect taxes from commercial drivers but never positively impart into these drivers welfare...

I will therefore advise other unions... such as PENGASSAN... not to follow the path of non-progressive unions... rather should reassure business owners of what and how they presence in organizations will contribute to increase business profitability... and personnel decorum...

I remember when he went on TV and told them to patronize him even when his fuel is superior quality and cheaper than imported one but because of their greed and exploitation of Nigerians that has been happening for years, they allowed 3million barrels of fuel to remain in storage for months.....all because they had trailers to distribute round the country.

Now the man has brought in 4,000 tankers to distribute fuel free of charge for Nigerians, they're foaming in the mouth, some people are saying monopoly.......when it is as clear as daylight that he offered them a seat at the table which they vehemently rejected.

He asked them to distribute fuel for him they said NO, now he is doing that by himself why are you people complaining again??

Dangote will fight this to the death.

He used his entire net worth to build that refinery and termites wants to ruin it for him.
If this refinery fails, Dangote will not even be the richest in Kano state anymore.

Dangote is a scammer monopolist. First he told us all the other petrol coming into Nigeria is blended and fake and only his own expensive petrol is pure and unadulterated now he wants to monopolize the whole market. I say, let the importation of blended fuel continue and let Nigerians decide the one they prefer. Is it by force to buy his expensive fuel? Someone that wants to sell the same expensive fuel to us in dollars that Nigerians can't afford while he collected cheap dollars from CBN to build his refinery. Sacked all Nigerian staffs and replace them with Indians.

It's a lie. Dangotes fuel is more expensive. Maybe it's purer. But it's more expensive. He wants to force Nigerians to have option of only his expensive fuel. He doesn't want to compete with Blended fuel because he knows he will lose.

How can Nupeng and Pengassan be holding this nation to ransom always all in the name of petroleum products n nobody is saying anything!
If those unions was Nupengibo or pengassanigbo or even south east attach to them, people like Reno, Onanuga or even Daniel for say them won scatter tinubu govt. Its high time govt wades into this matter.

They can do that. They don't have the regulatory power to do so but as a part of picketing the refinery, they can.
Remember their members work as senior staff in those organizations, so they stop attending to things that have to do with Dangote refinery.
It's akin to shutting down the refinery because without gas to power the refinery and crude to refine, the refinery is grounded.
This is a war that Dangote cannot win.
And if their employers sack them for not doing jobs that have to do with Dangote, they'll shut down their employers premises too.
That's why companies that don't play straight don't like their members joining powerful and organized unions.

This Unions are the major challenges facing the Oil and Gas Industry. They are less than 2% of the Country's workforce yet, they determine when you breath and when we hide. Dangote shouldn't allow them enter his refinery else, they will run it aground.

So, I can wake up one day open a big Hospital and started receiving patients without having my Hospital workers to be part of Medical Association of Nigeria (MAN) or a random person can just wake up and open a law firm without being part of NBA.

This double standard is what will continue to hurt the growth of this Nation.

Yeah, like it's just serious. Dangote staff are private workers. Why are they so bent on having them join the union if they do not have ulterior motives.

Just like having spies in Dangote. As a private company, Dangote have the power and rights to tell anyone that wants to work for them not to join any Union. They will sign it in their contract.

Don't you guys think ahead? Don't you see that it's still poor people that will suffer this more? Dangote will simply increase importing crude which will likely lead to increase in price of petrol. SMH

Well, I don't even have any interest in their issue because the two parties involved are fighting for their own benefits.

because the company is there to make progress through the staff while the association is there to protect the staff welfarism and professionalism.
