The Nigerian Inspector general of police Kayode Egbetokun has clarified why bandits on peace deal with the Nigerian government were not arrested. According to him , bandits that willingly surrendered cannot be arrested.. The IG stated .

Whose custody are they in if they willingly surrendered? Or who did they surrender to? Have they kidnapped after their public appearance/meeting?
