The most effective approach is to establish a new police department comprised of highly qualified and well-trained young officers. The experienced officers should mentor the younger ones, ensuring accountability and fostering a collaborative environment.

Ban searches on the road? Does that mean searches can occur at the police station itself? Phone searches should be conducted with a court order!
