Unless INEC decides to jettison the accreditation process which is done using BVAS. That will be contrary to the electoral act. Can they write out more numbers than were accredited at a particular polling unit? That will be rolling back every single progress made with the electoral reforms.

No.
But That's one angle to look at it. Look at Rivers for example Wike had is way there despite BVAS by allocating someone's values to another person and no one spoke up. This can be easily done when voter apathy is high.
