A former lawmaker, Senator Ikechukwu Obiorah, has urged the National Assembly to amend the Constitution to remove the power of the President and State Governors to appoint members of the Independent National Electoral Commission (INEC) and State Independent Electoral Commissions (SIECs).

Obiorah, who represented Anambra South Senatorial District between 2007 and 2011, made the call in a draft bill submitted to the legislature and in a paper he released in Abuja titled “The Philosophy of Elections and Nigeria’s Fake Democracy.”

He argued that entrusting appointment powers to elected politicians had entrenched electoral fraud and undermined governance. “Since Independence, 90 per cent of all elections — parliamentary, presidential, national assembly, governorship, house of assembly, and local government council — have been brazenly stolen, rigged, perverted, or altogether nullified,” he declared.

According to him, the practice of allowing Presidents and Governors to pick electoral officials is equivalent to “a person being a judge in his own case.” He said the consequence has been “Soviet-style election results” and a flood of litigationPrivate Draft Bill_The Senate President and others, further eroding public confidence in Nigeria’s democracy.

Obiorah’s bill proposes a restructured INEC made up of 13 commissioners. Six would be elected by recognised Nigerian labour and professional bodies, six nominated by the United Nations, and one observer-nominee drawn from Transparency International. The body would then elect its own chairman and have full autonomy to hire and dismiss staff as well as conduct all elections at federal, state, and local government levels.


Defending the role of international organisations, Obiorah dismissed concerns that the involvement of the UN and Transparency International would compromise Nigeria’s sovereignty. “It reflects our voluntary commitment to curb corruption and strengthen electoral integrity,” he said.

The former Senator also pressed for mandatory use of the Bimodal Voter Accreditation System (BIVAS) and electronic transmission of results via the INEC Results Viewing Portal (IReV). But he cautioned that technology could only serve its purpose if the electoral body itself was neutral and credible.

Obiorah expressed confidence that the reforms would create the foundation for economic recovery and democratic consolidation. “Honest elections are the foundation of genuine democracy and national development,” he insisted, adding that credible polls could provide the pathway for lifting millions of Nigerians out of poverty.

His draft bill is currently before the National Assembly for consideration

In 2007, elections never had electronic items like BVAS and transmission of results. In any case it better late than never. A one-term president like GEJ can sign this kwom-kwem.

The Bill is dead on arrival. The APC controls two third majority in both houses. Plus there is nothing wrong with our electoral system. President Bola Ahmed Tinubu GCFR lost his two home states of Lagos and Osun. The 36 states were shared equally between the three contestants. As long as oppositions are divided, the ruling party will continue to win. The Igbo senator should get it to his head that Tinubu is here till 2031 and thereafter, Nuhu Ribadu is next till 2039. Tinubu is doing well in terms of economic recovery. Things are getting better. There are two Igbo governors begging and lobbying to join us at APC

It's a big shame for a one time Senator to canvass that UN and TI should select our INEC Chairman. According to his proposal, Pengasan, Nupeng, TUC and NLC or NBA that couldn't hold a peaceful congress to elect her own President/Leadership should be tasked with selecting INEC Chairman.

Only if this will ever see the light of day.
Unfortunately, the money involved in Nigerian politics is overwhelming — so much so that it corrupts the minds of almost everyone who gets involved. It's sad to know that the lawmakers, who should be driving change, have no interest in doing so.

This system can only change when the masses rise and force the decision.

This will be a nice move but we should not forget that if power is given to INEC even Nigerians will not be able to decide as the INEC chairman will only approve candidates that he's in good terms with.

Even if the president has no influence on the selection of the INEC Chairman, BAT will still win and this Bobloco and other Obi supporters will claim rigging when they fail as is usual.

All this people from the south east are majorly the same except a few!

Let the INEC Chairman come from SW as we haven't had any from there!

With the current constitution in place, the bill is superfluous. And driven by resentment. After all, the former senator benefits from the fraudulent process, and I wondered if he would introduce any reasonable bills in the assembly during his four years in the national assembly.

Have you also forgotten that the Nigerian labour body has their own party called labour party so it means the Nigerian labour body can influence the inec chairman to their own advantage too. I think what is done in the judiciary by appointing the most senior person should be done in inec too to forestall interference by the federal government from appointing the inec cahirman

Correct me if I am wrong... Can an ex-lawmaker submit a bill? according to the heading of the thread.

And somewhere in the post, I see that the ex-senator urged the National Assembly to amend the constitution to remove the President's & Governors powers to appoint members of the electoral commissions.
