Abuja is not a state, it is the capital of Nigeria, so it doesn't have a governor, a minister is appointed by the president to govern the territory, it's actually called a territory, Federal Capital Territory(F.C.T), it belongs to the federal government, Zamfara is a state and it is very far from Abuja, it is presently like the head quarters of bandits and militias in Nigeria, I think the way it was written maybe confused you, Zamfara is the last state alphabetically, Abuja is always added after it just to remind everyone that Abuja exists among the 36 states as the capital of Nigeria.

Nobody will correct it because we are used to it, that's how we were taught in school...
