Third Schedule. Part 1. B of the 1999 Constitution (as amended), provides that the Council of State shall comprise the following persons:
1. President, who shall be the Chairman;
2. Vice-President, who shall be the Deputy Chairman;
3. All former Presidents of the Federation and all former Heads of the Government of the Federation;
4. All former Chief Justices of Nigeria;
5. President of the Senate;
6. Speaker of the House of Representatives;
7. All the Governors of the states of the Federation; and
8. Attorney-General of the Federation.

The FCT is regarded as a state in the federation per say so if governors of the 36 states are present, the FCT minister answers present there too

The FCT has a representation in the Council of State. The FCT minister is the head of the FCT administration and so can be in the meeting

Oga, I follow the Constitution of the Federal Republic of Nigeria, not "Google".

Was it not on same "google news" that Seyi Tinubu once attended meeting at the Council chamber, until he was "barred" as he's not constitionally eligible to be present in such meeting... So because an FCT Minister once attended, means he's constitutionally eligible to be a member?

Again, Don't ignorantly try to change narratives, follow the Constitution!

What I'm saying is follow the Constitution!

An FCT minister attending may be an OUTLIER, not Constitutional.. He may be a ceremonial attendee.
