Meanwhile, Nigeria's National Assembly law makers are working in tandem with the NDLEA to craft legislation amendments that will regulate, tax, and define licensing prerequisites to streamline this historic new era of prosperity flowing from the multi-billion dollar canna-industry in Nigeria.

When this news of impending cannabis legalization in Nigeria first broke a couple of days, it seemed too good to be true, which called for further monitoring of major Nigerian news outlets. Here are another two reports of this historic press conference published in the online versions of the Nigerian Tribune and the Vanguard.

https://www.vanguardngr.com/2025/10/why-ndlea-approves-regulated-cannabis-oil-export-opposes-local-use-marwa/

https://guardian.ng/news/ndlea-backs-regulated-cannabis-oil-export-opposes-local-use-marwa/

So. while this news that Nigeria might be reconsidering its stand on cannabis legalization is worthy of celebration and praise, stoners in Nigeria would still be well advised not to jump the gun and begin planting their own weed supply because it is already clear that cannabis for personal recreational use will NOT be made legal in Nigeria.

It is the commercial production under license of cannabis from which therapeutic CBD oil can be extracted for lucrative export, that is set to be legalized after the National Assembly has completed its own task of drafting an acceptable legal framework for the establishment of state-licensed medical marijuana production farms and industries in Nigeria.

When you see man pikin speaking in tongues, you can rest assured that only the highest qualify cannabis will meet the approval of such a man of taste. Speaking of taste, I cannot wait to apply for my cannabis cultivation permit in Nigeria, so that I can proceed to nurture some of the sweetest tasting marijuana strains known to the smoking world.

As a discerning connoisseur of gourmet cannabis varieties in good standing, I recommend above all varieties of cannabis that KALI MIST should be selected for cultivation. Of all the varieties of weed it has been my privilege to sample over the years, it is Kali Mist that I rate the very best of the pack due to its effect of making even the most introspective and withdrawn person come out of their shell and become extremely conversational, calm and amiable with ZERO nervousness that is experienced with other varieties of weed. A few buds of Kali Mist on hand to vaporize as needed is like having a psychologist on call to calm you down and ensure that you enjoy every breath of life that you take without sweating the details.

This will be counterproductive to Nigeria fight against such. It will end up rubbishing all efforts of NDLEA in this regards as most farmers with legal permit will still abuse the system. One Emeka will abuse the system by fronting legal farming permit to indulge in illegalities at the background. Illegal farming without permit will thrive and people with permit will pay them underground to grow llegal cannabis

Uncle Jaks of life, you must calm down on this marijuana thing. Even the best pure ones have been known to run some people mad. One mans meat is another's mans poison.

Cannabis Oil for medication is good. However in a country like Nigeria the legalization of weed can never be regulated. You will simply find that many people have private farms which they claim to use for their personal consumption but really they will commercialise it. And it will be hard to prove.

If a person says a whole plantation of weed is for his personal consumption, how do you prove that he is not also giving it to his family and friends? That will be something that will be easily defeated in court.

Anyway the regulation is the problem. We just don't have strong institutions yet to effectively regulate.

Same way with guns. If guns were freely available in Nigeria for everyone to buy in a simple shop (not talking about Hunter's licenses) it may lead to far worse criminality. Already small arms and many containers of large arms are secretly moved around the country in large quantities. I don't think we have the capacity to regulate these things well yet. Perhaps in fifty or a hundred years.

Look, not a finger of mine has ever touched a gun in my life. And I am close to 50. I just fear and worry that being armed is probably more likely to get one killed than not being armed.

Anyway as always I salute your views. You are clearly an enlightened man.

Aside from three or four people who in 16 years I have not introduced myself to, you would also be one.

You have made a very important observation regarding those who may try to flout the new laws by disobeying established cannabis cultivation guidelines. This scenario you anticipate is in fact being experienced in some of the countries where cannabis has been legalized, in that illegal farmers who cannot afford to purchase a government cultivation permit are often apprehended for trying to sell illegally grown weed into the legitimate supply chain.

The simple answer to such a predicament will of course be that the NDLEA can easily transition its emphasis from locating and destroying ALL cannabis farms on sight, to more of a monitoring role that entails visiting cannabis farms to inspect government-issued cultivation permits, while arresting for prosecution all cannabis farmers who cannot show evidence of having obtained a government permit.

Recently in Nigeria, some producers of counterfeit whiskey were identified and arrested, which illustrates that the sale of ALL consumables is already being regulated in Nigeria, establishing a template that can easily be adapted for the new cannabis industry, just as is currently applicable to alcohol sales.

These are valid and relevant concerns that you have expressed, Barrister DeepSight, so some clarification is in order. Of all the constituent biological compounds found in cannabis, the two that are of primary interest from a law enforcement and mental health perspective are CBD, which is a sedative and pain killer with NO effect on mental function, and on the other hand THC, which is a stimulant that DOES affect the psychological state and reasoning faculties of users.

Now, from the few details thus far available from the NDLEA, Nigeria will, like Ghana, permit ONLY the cultivation of cannabis plants that yield CBD in copious amounts, while containing little or no THC. Such plants, in their raw form when dried out, will NEVER produce any perceivable mental or cognitive effect if smoked in any quantity. The best cannabis seed vendors do quote the CBD and THC levels of each strain of cannabis they sell, so it is a straightforward process to select only high-CBD varieties to grow out for the Nigerian CBD oil industry.

The expected challenges of ensuring that ONLY accredited cannabis growers are permitted to cultivate the lucrative cash crop, are greatly outweighed by the stupendous hard-currency fortunes that stand to be reaped all over Nigeria once this landmark legislation is passed. The analogy you have drawn between the risk of firearm ownership and the pitfalls of unregulated cannabis consumption is also apt because it highlights the importance of training with firearms, while also stressing the importance of a safe, closely monitored supply chain for cannabis.

As the owner of multiple firearms who has over the years bagged galloping antelope and stampeding grasscutter herds, along with fast flying bush fowl and soaring ducks numbering into the hundreds, I am proud to say that I have never once placed another human life in danger while hunting, thanks to meticulous planning and a religious observance of gun safety at all times, all learned when I was aged 14, from a relative who was once in the army and also hunted for years after his honorable discharge from the armed forces.

Haha no be small ting my brother. All the same, if dangerous drug called alcohol that kills millions of its abusers worldwide can be freely sold in Nigeria in compliance with government regulations, and if an even more poisonous leaf called tobacco which has ZERO benefits to health, can also be freely sold in Nigeria, then it stands to reason that cannabis, whose therapeutic medical benefits could fill books, should also be legally available for responsible adults to use in the privacy of their own homes.

While this new law does NOT permit Nigerians to consume cannabis for recreational or medical purposes, there is a strong chance that over time, and with a successful rollout of this initial cannabis cultivation protocol in Nigeria, there could be a further relaxation of existing laws such that over-25 adults in Nigeria are eventually permitted to vaporize or smoke weed at their discretion and with no worries about getting arrested. That day is one that I dream of witnessing in the fullness of time.

Of all the misdeeds perpetrated by Nigerian criminals who purport to sell cannabis, I am most infuriated by their penchant for spraying cannabis or even inert lawn grass trimmings, with deadly chemicals capable of inducing madness or of even killing unsuspecting users.

Sold under the names like "Colorado", "loud" and assorted other street monikers, those toxic laboratory-synthesized chemicals originating in China are highly addictive and capable of destroying lives very quickly. When in the fullness of time Nigerian adults are finally permitted to grow their own personal supply of safe organic cannabis at home without fear of prosecution, the criminal syndicates currently poisoning a generation of young Nigerians will be put out of business overnight.

You made good point too! However, for me it is better not to start what will be difficult to stop later. NDLEA has already achieved reduction over the years of fighting. Once some people hear legalizing, they will not wait for the detail or what follows before they begin to cultivate illegal cannabis.

Some of these farmers will surely be evading arrest and will likely run illegal business of this nature for 10 years plus before some get arrested. It will also lead to increased bribery among NDLEA officer who will hide under such legal permit to cover cannabis illegal farmers.

Nigeria is bigger in population than some of these countries where such system work a bit, it will be difficult to contain in Nigeria. Some of these farmers will grow their farms in terrible terrain difficult for NDLEA to reach or reach regularly. Some illegal farmers will sell at cheaper price rate to farmer with permit to act as cover up.

Nigeria is sharp when it comes to this kind of abuse, it is better to sustain current fight than to try a system under assumption and taxes. Impact of damages maybe more than taxes and gains they are expecting from it. Current NDLEA may create problem for future successors that may not have zeal to do through monitoring which may grow some more hard drug addict merchants

The NDLEA currently contend with intercepting a far wider range of narcotics and illegal chemicals flooding Nigeria than ever in the past, so the reclassification of marijuana from a banned substance to a regulated industry will free up over-stretched law enforcement manpower to prosecute the war on Class A drugs having the potential to kill or trigger insanity on a single dose, such as cocaine, heroin, methamphetamine, PCP, synthetic , laboratory-concocted "marijuana", and now, terrifyingly, the incapacitation and memory erasure drug Rohypnol.

Regardless of a newly granted legality status to medical marijuana, a parallel market operated by outlaws will forever exist just as a black market exists for foreign exchange currency purchases in Nigeria and other developing nations. The SIZE of that illegal cannabis market is, however, bound to diminish linearly over time the instant hitherto illegal cannabis farmers are offered a safe path to "amnesty" and legally approved enterprise status that is duly taxed by the government yet still massively profitable.

Granted that some renegade cannabis farmers would prefer to assume the risk of apprehension and jail under Nigeria's preexisting prohibition of cannabis, because the profit margin of selling cannabis as outright contraband is astronomically high. Those greedy weed farmers willing to risk jail by refusing to buy government permits will over time become a tiny fringe minority of die-hard jail-birds whose ranks will be further depleted each time NDLEA drones spot their illegal unlicensed farms.

His Excellency Bola Tinubu, Nigeria's currently elected Head of State, will in due course be acknowledged by historians as an innovative and courageous Nigerian leader whose long-sighted wisdom birthed an economic boom of epic proportions for Nigeria, unmatched by any natural resource blessing enjoyed by Nigeria since the discovery of crude petroleum oil in her territorial waters back in the late 1950s.

Finally, by legislatively strangulating the criminal investment incentive for black market cannabis trafficking in Nigeria, the current epidemic of chemical-infused toxic or even synthetic cannabis ravaging Nigeria's youth will abate as a consequence of cannabis farmers choosing the option to gain legality via the acquisition of a government-issued cultivation permit, as the existential option offering a greater peace of mind dividend, after years of playing high-stakes games of hide-and-seek with the NDLEA.

A newly emerging cannabis industry in Nigeria will create thousands of jobs in a few short months following the date when state-approved farms are permitted to commence agricultural operations of their dedicated marijuana plantations that will provide raw material by the ton for the multi-billion-dollar CBD oil refinement and export industries that will spring up nationwide.

Regardless of the education level of potential canna-industry employment applicants, be they chemical engineers tasked with designing CBD distillation refineries that will operate under sterile conditions, electricians and plumbers laying out automated irrigation and lighting systems, botanical geneticists, or newly trained farm workers engaged as staff for mechanized cultivation operations, Nigerians from all walks of life will very soon reap direct monetary benefits from the canna-industry opportunities that will proliferate over a short time frame.

One can only hope that the necessary legal infrastructure is debated, redrafted as needed and constitutionally approved for implementation in a reasonable span of time whereby Nigeria can secure its rightful prominent place as a pioneer in the field of indigenous medical cannabis product marketing on the world stage. The global multi-billion dollar cannabis industry now has a BIG player seated at the table, who is blessed with fertile agricultural landscapes extending to the horizon, brilliant 12-hour-duration Equatorial sunlight beaming down year-round through unpolluted skies, and a highly motivated youthful workforce all rearing to go as this new chapter of Nigerian innovation opens up.

Ghana ended the prohibition of cannabis in 2023, and set forth the rules and regulations to govern the new industry. This YouTube video clip includes an excellent interview on the multiple uses of the hemp plant, with Mr. Nana K. Agyemang, who is the CEO of a hemp products company in Ghana. Mr. Agyemang also serves as an eloquent and informed spokesman on the medical and industrial cannabis industry that is already transforming Ghana's economy for the profoundly better.

Re: Cannabis Set To Be LEGALIZED For Nigeria's Export Market - Buba Marwa NDLEA Boss by Jakumo(op):
One of the most prevalent misconceptions held worldwide is that ALL cannabis varieties cause a change in the user's mental state. In reality, there exist strains of cannabis sativa which contain such tiny amounts of the psychoactive compound THC, that NO mind-altering properties will be experienced by anyone who smokes or consumes any quantity of such cannabis varieties, which are now being selectively bred so that they are rich in CBD that does not alter the mental processes of users while relaxing them and alleviating stress and insomnia symptoms.

The selectively bred cannabis strain called "Charolete's Web" contains 15% to 20% of non-psychoactive CBD, but less than 1% of mood-altering THC. A weed smoker who raids a farm on which this strain of cannabis is growing, and steals some to sample at home, will be seriously disappointed to find out that smoking an entire pound weight of the weed will produce ZERO high. That said CBD oil is in extremely high demand for its pain-killing and sleep-enhancing properties when ingested, as well as for its healing properties when applied to the skin to address various ailments.

This is but one of the varieties of medical cannabis whose seeds can be imported for mass cultivation as part of Nigeria's new medical CBD industry.

Cigarettes and alcohol are 100% legal in Nigeria yet they lead to premature deaths for millions of people worldwide. It is such an irony that medical cannabis which is scientifically proven to possess numerous therapeutic medicinal applications, had remained classified as a forbidden medication for so many decades before now. By the same token, it is instructive to note that alcoholism and cigarette smoking are NOT as prevalent in Nigeria as they are in South Africa for example, despite their unhindered legal availability in Nigeria today as in the past.

By logical extrapolation with alcohol and tobacco as a reference point, one can infer that the impending legalization of medical cannabis for industrial production as a foreign exchange revenue earner in Nigeria will NOT lead to any statistically significant increase in local use of cannabis, contrary to the uninformed speculation in which you have indulged with this response quoted above.
Re: Cannabis Set To Be LEGALIZED For Nigeria's Export Market - Buba Marwa NDLEA Boss by Jakumo(op):
This YouTube video clip posted eight days ago on October 10th 2025, makes clear the fact that the cultivation and processing of cannabis oil plants is NOT as yet approved by the federal government of Nigeria, meaning that the current prohibition applicable to this plant remains in effect UNTIL the National Assembly has agreed upon the wording of legislative amendments that will formalize the reclassification of cannabis as a regulated and taxed cash crop approved for the export market exclusively.

Once the legalities of Nigeria's new limited scope cannabis industry have been debated and defined, The President of Nigeria, His Excellency Bola Ahmed Tinubu, will then be in a position to affix his imprimatur to the new bill ending cannabis prohibition, and in so doing make history as the astute and audacious visionary leader who made possible Nigeria's most explosive economic growth trend since the day petroleum reserves were first discovered in the Niger Delta.

When this new era of agricultural renaissance is officially flagged off in Nigeria, there is likely to be minimum fanfare than would normally attend such historically significant modifications to aspects of the nation's laws, because ingrained cultural prejudices against this multifaceted healing plant called cannabis, are best allayed by way of gradual, calibrated installment, during which time the staggering wealth accruable through cannabis industries will materialize swiftly to astound even the most jaded skeptics of all things relating to the medicinal herb that will thrive in Nigeria's climate.

All too often in discussions about hemp and cannabis, attention focuses on the few strains of the plant that contain the mind-altering compound named THC, and the pain-reduction oil called CBD, both of which hold enormous economic potential for Nigeria now that the colonial-era cannabis prohibition laws are about to be consigned to the septic tank of history.

There are, however, a multitude of STRUCTURAL applications for which fibers made from the hemp plant, are the raw material used to build CAR bodies and even more amazingly, for the construction of AIRCRAFT, which benefit from the incredible strength and lightness of hemp fiber structural materials. Below are a couple of videos showing the use of hemp fiber to construct a sports car, and to build an operational general aviation airplane. Hemp fiber is lighter than steel or aluminum, yet TEN TIMES stronger than steel.

Using hemp fiber as the raw material for airframes, Nigeria's drone manufacturing industry could save millions of dollars by utilizing locally grown and processed hemp sheeting material that is lighter than aluminum and ten times stronger than steel, to produce a new generation of light and structurally robust drones for local deployment or export.

Finally, the hemp plant's fibers are mixed with lime powder to create a superb insulation material for house walls that is cheaper than conventional building methods, and better still, relies on hemp as its primary raw material, which is one of the most environmentally beneficial plants known to man.

Conventional wisdom might suggest that cannabis use is limited to the "younger generation", yet, cannabis purchase records in legal shops proves that people aged 50 to 80 turned out to be the most frequent cannabis customers in those countries and regions where cannabis is legal to sell to the public.

The reason why older people love cannabis is grounded in medical science, since cannabis is by far the most effective non-addictive pain relief medication known to pharmacology. While opiates may be more powerful pain killers in the short term, overdoses of opiates and addiction to opiates make their use perilous to patients. Here is a medical doctor itemizing the benefits of cannabis to older patients.

With industrial hemp and medical marijuana legalized for cultivation and export in Nigeria, older people with pain issues and various age-related ailments will become some of the greatest beneficiaries of this healing plant. The ball is now in the court of the Nigerian National Assembly, to set forth the legal and commercial parameters applicable to the multi-billion-dollar cannabis industry, so that a new era of prosperity can spread across the land.
