How much is it they are demanding? If the US say Malians that wants to do business must have $2000 - $5000 in bond fee. The highest Mali would go is ask for maybe $20,000 - $100,000 bond fee. For someone coming from the richest country in the world, I don't see any hurt that would do them.

At the bolded, don't be fooled by the term "developed" nation. Most of their citizens do not have 2000USD in their accounts. They have to go and take loan to fund their trips.
