Yes. But the period starts counting from the day the order is shipped out by seller (you could easily see the countdown timer whenever you click on the item).

Good day good people, I'm in need of your help. I ordered a galaxy s24 ultra on aliexpress but the phone is not working properly, the mobile network keeps disappearing every few seconds. I tried to talk to the seller about it but he wasn't offering me any solutions, so I opted to open a return/refund dispute. Aliexpress intervened and I am now provided with two solutions, I either get a 30% refund only or I return and get a full refund, this is my first time of running into this kind of problem shopping on aliexpress. I want to ask for advice from people with more experiences or people that were in the same position with me.

First of all, spending that much on a refurbished/used phone is crazy.
Secondly, returning item to China is burdensome, as regards pricing and processing.
You might just have to settle for partial refund.
Maybe push for a higher cut than proposed.

Finally, when getting premium range Samsung phones, never ever consider Aliexpress.

You should have sought advice from other shoppers before buying.
You could easily get an original in new condition on ebay

Well noted, thanks for your feedback, like I said earlier I have been buying phone on aliexpress as far back as 2019, maybe not Samsung phone though, I won't repeat the same mistake again.

It seems so , because my recipient didn't receive my sample parcel till date.
Until I used ups for another one.

They mentioned not having access to the internet to access the online files, but then directed me to the “Letter Office” where a staff helped look through the records manually and couldn’t find my tracking ID.

They collected my details, which included, my name, phone number, tracking ID, and delivery location, and mentioned that they’d be on a lookout for it, as it probably hasn’t left the Lagos office.

The staff were nice.

Buying any non-china phone from aliexpress is risky. First you can't get it new. You can only get it as refurbished no matter what the seller claims. And since the phone is not made in China, parts won't be as available as China phones, so they tend to cut a lot of corners in the refurbishment.
I once bought on LG v60 and it turned out to be a Frankenstein of different models of v60. Phone takes about 2min to identify Sim. GPS signal was poor. Fingerprint sensor could unlock with you bumbum. I made a video of all the problems and opened dispute. I got about 50% refund. I used the refund to order for the correct parts and fixed all the problems.
I'm sure your phone is probably missing some antenna.
At this point, that phone is just a big risk. Returning it is possible, but your nearest post office will explain better.
Keeping it will involve opening it to see what is missing. If you are luck, it will be an easy fix.
The decision is yours.

No seller ever wants to do a refund, so don't let that bother you. It is aliexpress that has the final say, not him. Make sure you have enough video evidence to backup your claim and make your refund request up to 70% of the price of the phone. You might just be lucky. They might end up giving you 50% or even more.
If I were you, I would go with the refund instead of return. Then I will take the phone to a trusted technician to try to fix it. The worst that will happen is that fixing it fails and you sell it to someone at a reduced price due to the fault. The best that could happen is that they find a missing antenna that can easily be installed for you and you have a fully functional phone after receiving 50% refund.
It is a very low risk gamble.
