..all this is because when federal government gives amnesty, jobs, money to bandits and terrorists claiming that they are repentant bandits and repentant terrorists....so why will other youths form terror groups when they see that the federal government is not strict and hard on them.. forgiving and having mercy on them by giving them amnesty
